New research ranked all 50 states based on vacation value to identify the most affordable states for travelers. Understanding the rankings—and planning a trip in one of the top-ranked cities—may help you get the best value for your money while still enjoying a fun getaway.

How states were ranked

The analysis evaluated all 50 states across four key categories:

• attractions
• transportation options and infrastructure
• weather
• hotel costs

The rankings were based on the idea that budget-friendly vacation destinations strike a balance among all four categories, offering travelers both affordability and convenience. To keep the comparison fair, scores were adjusted so that geographically large states didn’t automatically receive an advantage, and statistical methods were applied to better level the playing field across all 50 states.

The No. 1 state for an affordable vacation

Florida topped the list as the most cost-effective state for vacationers. Florida earned an overall score of 74.41 out of 100 and posted the highest marks in the attraction and hotel categories, helping it secure the top spot overall.

Florida’s abundance of attractions—including Disney World, Universal Orlando, and other family-friendly favorites—combined with three-star hotels averaging $175 per night, makes it tough for other states to compete on value.

The data suggests travelers can often find reasonably priced accommodations near major attractions, adding convenience while also helping cut down on transportation costs.

Runners-up: Budget-friendly states for a vacation

California came in just behind Florida with an overall score of 71.19. Of all 50 states, it earned a first-place ranking in the weather category, helping push it to second overall among the most affordable vacation destinations, despite ranking 10th for attractions.

With average daily temperatures above 70 degrees Fahrenheit and average cloud cover under 3%, California's weather is less likely to disrupt travel plans, reducing the risk of delays that can add to the cost of an already expensive trip.

New Jersey also demonstrates how a standout score in a single category—in this case, transportation—can significantly boost a state’s overall ranking. It placed third overall, earning a 100% score in transportation, which helped offset a very different weather profile compared with California. New Jersey ranked 25th for weather and performed similarly to California in hotels. 

Regional travel cost trends

Most states in the Northeast ranked highly, with five landing in the top ten: New Jersey, New York, Massachusetts, Rhode Island, and Connecticut.

Transportation scores are particularly high in this region, reflecting extensive Amtrak routes, multiple major airports, and relatively short distances between states. Higher urban density in New York (No. 4) and Massachusetts (No. 5) likely also contributes to stronger ratings in both hotel and attraction categories. 

Moving west, the rankings show greater variability. Hawaii performs well alongside California, thanks to its favorable weather and abundance of resorts and tourist attractions.

States known for national parks and wide-open spaces—such as Wyoming, Montana, and Alaska—ranked lower overall. These areas feature large, less densely populated regions and extensive parkland, which this study doesn’t measure as a separate category.

Study authors note that many lower-ranked states may present challenges for budget travelers, as they often consist of rural areas with limited transportation infrastructure, which can make accessing national parks and similar destinations more expensive or logistically difficult.

How to use the rankings to plan smarter

Think of these rankings as inspiration for shaping your next trip. If you’re trying to cut costs, this dataset can help point you toward states where those costs are lower. If you’re set on a specific destination, the data can still help you travel smarter by focusing your planning energy on the parts of your trip that matter most for staying on budget.

At the same time, some factors are easier to measure than others. Weather, for example, is objective in measurement, but what counts as “good weather” is subjective and personal. The same goes for attractions: More options don’t necessarily guarantee a better experience.

In the end, the best value trips aren’t always the least expensive on paper; they’re the ones that help you make the most of your time, budget, and travel style.
